Game only rewards 10 perk points regardless of what value I set MaxPerkPoints. I can change the stat/skill cap, but all it does is stretch out the ten perk points across the new level cap. Predictably, setting the stat/skill cap to 9 only rewards 9 perk points since the game doesn't have a way of giving you more XP to reward the last perk.

Testing with level 2 pickpocketing, 8 charisma, and peshek with 10 runs each I got an average of 6.9 seconds without it and 15.9 SECONDS WITH IT. More importantly while the lowest perkless time was 2 seconds (So instant caught) the lowest with the perk was 10 seconds
